    any form of competition is ALWAYS a good idea

    best comment, etc.

    user-rated is winrar (setup the top 5-10 or something as a poll; so you do a "nominees" thing then count votes in the comments section, then add them to a poll on a sidebar or something as the you can even do it like "semi finals" "finals" etc. for multiple participation events)

    Hows about just a daily or weekly featured post or blog?
    Any blog or specific post that you see or people suggest you can just write a short post directing people to it.
